Your Rising Sign is basically the portion of the Zodiac that was on the eastern horizon at the moment of your birth. This is why professional astrologers will ask you for your time of birth along with date and place. Because the Earth rotates once per day, the Rising Sign changes every two hours.
When it comes to interpretation of personality, the Rising Sign also has a fascinating influence, but in a slightly different way than the Sun sign.
